As one of the Three Areas which have specific provisions under the Comprehensive Peace Agreement (CPA), recovery efforts in Southern Kordofan State (SK) face particular challenges. Specifically, the power and wealth sharing arrangements, as well as security agreements, require the state to undertake a process of integration, both geographically and politically.
A key factor in the realisation of the peace dividend will be the ability of the region’s ministries to scale-up and enhance their provision of basic services to the civil population. The focus of activities will fall upon the assessment of, and enhancement of, the distribution patterns for basic services; as well as on the development of working synergies between the plans of the UN and Partners, and those contained in the state five-year-plan.
As reflected in the UN & Partners Work Plan, the medium-term priorities for the sate are as follows:
- establishment of administrative arrangements with regard to restructuring and capacity building;
- rehabilitation and rebuilding of the state social service facilities and infrastructure;
- rehabilitation of the social fabric;
- provision of opportunities to encourage the displaced to return and resettle;
- control of arms, establishment of security and lessening of social pressures;
- development of legislation within the framework of regional customs and traditions;
- mobilization of the state economic structure and development; and
- promotion of industry, mining and tourism.
To support early recovery in SK, the RCO focuses on facilitating coordinating between the UN agencies, UNMIS, the government and implementing partners, thereby ensuring strong partnerships and sustainable programming processes and policies in the state. The RCO focuses on long-term, strategic issues, recognizing that humanitarian needs may arise. |
