The Resident Coordinator's Support Office (RCSO) has been mandated by the UN Country Team (UNCT) in Sudan to coordinate recovery and development activities, within the framework of the Comprehensive Peace Agreement (CPA), the Eastern Sudan Peace Agreement (ESPA), and the Darfur Peace Agreement (DPA).
The role of the RCSO in Sudan focuses on the planning and implementation of sustainable recovery and development activities; support the decentralization of UN activities to the state level and support state governments in sustainable recovery and development planning. This requires significant strategic collaboration with government authorities, UN agencies and other concerned recovery and development partners. The RC will promote common programming; common services and premises; and lead the UNCT in the preparation of the yearly work plans and the UNDAF process.
The structure of the RCSO in Sudan builds on and reflects the governance structures established in the different peace agreements. The RC Offices established in Khartoum and Juba provide coordination, policy, information and administration support functions. The RC Offices in the field provide assistance to government, UN and civil society partners in the planning and implementation of the recovery agenda, within the context of the Sudan Joint Assessment Mission (JAM), ensuring recovery interventions are responsive to the political and social context of Sudan.
This innovative model focuses strongly on national partnerships, especially in working with the government, to advocate the interest and mandates of the UN drawing on the support and guidance of the entire UN family. Coordination services bring together the technical aspects of delivering recovery programmes, but also an understanding of the political and social context in which recovery operations are planned.
